It is a pleasure to advise that Admiral Ushakov Maritime State University (AUMSU) in Novorossiysk has joined GlobalMET.  We extend a warm welcome and look forward to ongoing mutually beneficial activities.
2   APHoMSA
Please be advised that the Executive Secretary will be participating in the 16th Session of the Asia Pacific Heads of Maritime Safety Agencies (APHoMSA) in Shenzhen, China on 21-23 April.  He will be presenting a paper on the outputs and actions of the Fisher Report and will seeking broad support
3   Blue Denmark
Maritime companies need an injection of knowledge to be properly prepared for the challenges of the future is the conclusion of a new report that is a part of Blue Denmark. Please see the attached.

4   Safety and Shipping Review 2015
The general shipping trend for smaller crews means seafarers are being asked to do more with less. Minimum manning levels reduce the ability to train people onboard, which can provide invaluable insight and should not become the normal day-to-day level for safe operations.  Please see the attached.

5   Bridge Watchkeeping and Collision Avoidance
In their introduction to the attached the editors state: 
We are pleased to enclose “P&I Loss Prevention Bulletin Vol.34” for your guidance.  In this bulletin "Bridge Watchkeeping and Collision Avoidance", we discuss the use of ARPA and AIS, the information they give the navigator and what it means, with some reminders of the International Regulations for Preventing Collisions at Sea 1972 (COLREGs).
We should be much obliged if this bulletin will be read by all crew members and be of assistance to you in reducing the number of incidents.  Light version of the Bulletin is also available for sending to vessels.
Bulletins are available in both Japanese and English language.
